Voucher-program expertise, built inside the housing authority.
PED Consulting partners with Public Housing Authorities to strengthen Housing Choice Voucher operations, lift SEMAP indicators, implement HOTMA, and prepare confidently for HUD review — guided by 12+ years of operator-level experience inside a 10,000-voucher PHA, not theory.
Operator-grade outcomes, at the scale of a mid-size PHA.
These are the numbers from a single 2.5-year tenure as Director of Leasing Operations at the Rochester Housing Authority — a ~10,000-voucher portfolio. They are the reason PED Consulting exists.
Reversed pandemic-era department vacancy.
Took an HCV department running at a 49% vacancy rate during COVID and rebuilt it to a fully-staffed 60-Associate operation — while sustaining a High-Performer SEMAP score.
Grew the agency’s annual HCV ABA budget.
From $55M when stepping into the Director seat to $66M in 2024 and a positioned $83M HCV budget for FY 2025 — through utilization discipline, accurate VMS/PIC reporting, and HUD reasonableness alignment.
Funding and voucher utilization above peer benchmark.
Sustained funding utilization above 100% and voucher utilization at 85% — a level peer agencies of comparable size rarely maintain, per HUD HCV Dashboard, VMS, and PIC records.
Most consultancies send analysts. We send a former Director of Leasing Operations.
PED Consulting is a boutique by design. The work is led personally by Pierre E. Dorancy — a twelve-year HCV operator who progressed from Housing Specialist to Director of Leasing Operations at the Rochester Housing Authority, on a ~10,000-voucher portfolio. Every engagement is led, not delegated.
That changes the conversation. We don’t arrive to study your agency from the outside. We arrive recognizing the failure modes — backlogged annual recerts, SEMAP indicators slipping into the standard tier, HQS-to-NSPIRE transition gaps, ACOPs lagging the latest Final Rule, inspectors stretched thin during peak season — because we’ve operated through every one of them.
The depth is layered. Before housing administration, Pierre underwrote affordable-housing finance deals at JPMorgan Chase’s Community Development Real Estate group — pro forma analysis, DSCR modeling, regulatory layering. Combined with twelve years operating the receiving end of those deals, it produces a consultant who reads your books, your VMS submissions, and your HAP utilization with equal fluency.
The result: shorter discovery, sharper recommendations, and deliverables your staff can actually execute on Monday morning.
Operator-led, partner-delivered
The principal who scopes the engagement is the principal who runs it — no bait-and-switch staffing.
Federally-fluent, locally-grounded
Deep regulatory command of HCV, PBV, LIHTC, and HUD compliance, paired with actual front-desk reality.
Audit-defensible deliverables
Every assessment, plan revision, and QC report is built to stand up to HUD review — not just to read well.
Boutique pricing, senior judgment
Engagements scoped for the agency you actually run — not the one a national firm would prefer to invoice.
Where we move the needle.
Engagements are sized to your agency — from a single-indicator SEMAP rescue to a full operational turnaround. Each line below can be delivered as a discrete project, a retainer, or interim leadership.
HCV Program Operational Assessment
End-to-end review of waitlist, briefing, leasing, recert, and HAP workflows. Identifies error trends, SEMAP risk, staffing gaps, and quick-win remediation — with a written remediation roadmap. Recent engagement recovered $100K+ for a single PHA client through HUD Two-Year Tool / VMS-PIC discrepancy analysis.
Quality Control & File Reviews
Hands-on tenant-file reviews against current HUD regulations and the agency’s own Admin Plan. Trains your QC specialists in the process — we leave the muscle behind, not just the binder.
Admin Plan & ACOP Revisions
Full review and revision of the agency’s Administrative Plan and ACOP, aligned to the latest HUD Final Rule, HOTMA changes, and your local board policies. Public-comment-ready drafts.
SEMAP Indicator Improvement
Indicator-by-indicator diagnosis (Selection, Reasonable Rent, HQS, Annual Recerts, Lease-up, Family Self-Sufficiency, etc.). Build the documentation chain to defend a High Performer score.
PBV Program Setup & Compliance
From RFP issuance through HAP execution and ongoing PBV compliance. Includes subsidy-layering review, IRR tracking, and integration with LIHTC and other federal subsidies your portfolio touches.
Interim HCV Leadership
Stabilize operations between Directors. Hands-on leadership of leasing, recerts, inspections, and HAP — while we help you scope and recruit your permanent hire.
Staff Training & Development
On-site or remote training for specialists, supervisors, and managers — rent calculation, HOTMA mechanics, NSPIRE, customer service, and supervisory development. Built around your real cases.
HUD Review & Audit Preparation
Mock-audit exercises ahead of HUD Field Office review or OIG inquiry. Tightens documentation, surfaces exposure, and rehearses your team for the actual entrance conference.
Special Projects & Strategy
Voucher absorption planning, MTW readiness, fraud-and-abuse referral protocols, tenant-association liaison frameworks, and other projects that don’t fit a standard SOW.
A methodology built around your fiscal year, not ours.
Engagements are scoped, priced, and milestoned to fit the rhythm of a Public Housing Authority — so the work lands when your team can absorb it and your board can see it.
Listening, on the ground.
A confidential scoping call with the ED, COO, or HCV Director. We surface the real problem — not the symptom — and propose a fixed-scope SOW.
File-level evidence.
We work in your shop — physically or remotely — reviewing files, observing workflows, and interviewing staff. Findings are documented as we go.
Plain-English deliverables.
Written assessments, revised plans, training curricula — built for your board, your auditors, and your staff to actually use.
Knowledge transfer.
We embed the SOPs and train the specialists. When we leave, the capability stays. Optional retainer for follow-on questions and quarterly check-ins.
The window where SEMAP scores get rebuilt — or quietly slip.
HOTMA implementation, NSPIRE rollout, and tightened HUD oversight have changed what compliance actually looks like at the file level. Agencies that adapt deliberately preserve their performance tier; agencies that drift are finding out at audit.
The 2026 PHA agenda, in plain terms.
-
HOTMA
Income calculation & recerts have changed. Asset thresholds, safe harbor verifications, and the 2-year hardship rules touch nearly every recert file in your queue.
-
NSPIRE
HQS is gone; defect taxonomy is new. Inspector workflows, life-threatening categorizations, and tenant-side responsibilities all need updated SOPs.
-
SEMAP
Documentation chains are the score. Indicator defense lives or dies on the paperwork — not the practice.
-
Funding
HAP utilization vigilance. Tight HAP budgets and changing renewal formulas demand sharper utilization forecasting and absorption planning.
Led by Pierre E. Dorancy — a Director of Leasing Operations turned consultant.
2025
Twelve years inside one PHA. Six years before that underwriting affordable-housing finance. One firm built on both.
Pierre E. Dorancy founded PED Consulting LLC after a twelve-year career at the Rochester Housing Authority — a ~10,000-voucher PHA where he progressed through six successive roles from Housing Specialist to Director of Leasing Operations. As Director from July 2022 through December 2024, he led a 60-Associate operation across HCV, PBV, Homeless, and Homeownership programs; oversaw the full $66M ABA budget cycle (positioned to $83M for FY 2025); reversed a 49% pandemic-era staffing vacancy to fully-staffed; and sustained a High-Performer SEMAP score with funding utilization above 100%.
Before housing, Pierre spent six years at JPMorgan Chase — first as a Loan Originator and Underwriter in the Home Equity division beginning in 2003, then promoted to Commercial Credit Analyst in the Community Development Real Estate (CDRE) group, where he underwrote affordable-housing finance transactions through May 2009. That credit-side discipline — pro forma analysis, DSCR modeling, regulatory layering — is uncommon in HCV consulting, and it shapes how PED Consulting reads a PHA’s books, budget, and risk.
Pierre carries the Nan McKay HCV Executive Management Certification — the leading professional credential in the HCV field — alongside a Public Leadership Credential from the Harvard Kennedy School and the eCornell Leadership Curriculum. He served eight years in the U.S. Navy Reserve as a Petty Officer 2nd Class (E-5) with Secret clearance. He holds a B.S. in Applied Arts & Sciences from the Rochester Institute of Technology, completed undergraduate French Studies coursework at the University of Pennsylvania, and is bilingual in English and French. He is based in Brooklyn and Rochester, NY.
PED Consulting is the consultancy he wished he’d been able to call when he was on the other side of the desk.
