Twelve years inside one PHA. Six years before that underwriting affordable-housing finance. One firm built on both.

Pierre E. Dorancy founded PED Consulting LLC after a twelve-year career at the Rochester Housing Authority — a ~10,000-voucher PHA where he progressed through six successive roles from Housing Specialist to Director of Leasing Operations. As Director from July 2022 through December 2024, he led a 60-Associate operation across HCV, PBV, Homeless, and Homeownership programs; oversaw the full $66M ABA budget cycle (positioned to $83M for FY 2025); reversed a 49% pandemic-era staffing vacancy to fully-staffed; and sustained a High-Performer SEMAP score with funding utilization above 100%.

Before housing, Pierre spent six years at JPMorgan Chase — first as a Loan Originator and Underwriter in the Home Equity division beginning in 2003, then promoted to Commercial Credit Analyst in the Community Development Real Estate (CDRE) group, where he underwrote affordable-housing finance transactions through May 2009. That credit-side discipline — pro forma analysis, DSCR modeling, regulatory layering — is uncommon in HCV consulting, and it shapes how PED Consulting reads a PHA’s books, budget, and risk.

Pierre carries the Nan McKay HCV Executive Management Certification — the leading professional credential in the HCV field — alongside a Public Leadership Credential from the Harvard Kennedy School and the eCornell Leadership Curriculum. He served eight years in the U.S. Navy Reserve as a Petty Officer 2nd Class (E-5) with Secret clearance. He holds a B.S. in Applied Arts & Sciences from the Rochester Institute of Technology, completed undergraduate French Studies coursework at the University of Pennsylvania, and is bilingual in English and French. He is based in Brooklyn and Rochester, NY.
